天津海事局举办航运公司安全管理体系审核技能竞赛
To forge a high-quality and professional maritime company safety supervision team and enhance the safety management efficiency of maritime companies in the jurisdiction, on July 29, the Tianjin Maritime Safety Administration held the "Anchoring the Mission of a Strong Nation, Upholding Maritime Safety" maritime company safety management system audit skills competition. This competition brought together 35 participants from 7 branch offices under the Tianjin Maritime Safety Administration. Through competition-driven learning, practice, and improvement, the event comprehensively honed the practical capabilities of the audit team, contributing to the improvement and efficiency of maritime safety governance in the jurisdiction.
This competition closely aligned with the core tasks of water traffic safety governance, focusing on the main responsibilities of supervision, adhering to practical job scenarios, and addressing regulatory pain points and difficulties. The event strictly adhered to the core requirements of ISM rules, NSM rules, and the "One Guide, Six Guidelines," and centered on key practices such as identifying daily audit hazards, handling complex issues, and assessing system operations. It served as a comprehensive review of the professional competence and performance capabilities of the Tianjin Maritime Safety Administration's audit team, while also unifying audit standards, addressing regulatory shortcomings, and solidifying the foundation of safety governance through practical training.
During the competition, all participating teams were full of fighting spirit and eager to excel. Contestants answered rigorously and judged accurately, fully demonstrating their maritime professional competence and showcasing the excellent style of the Tianjin Maritime Safety Administration's audit team, characterized by precision and pragmatism. Through on-site competition, benchmarking exchanges, and mutual learning, all participants effectively addressed skill gaps, unified audit standards, and achieved the competition's goals of skill enhancement, business improvement, and collective progress.
After the event, a relevant official from the Tianjin Maritime Safety Administration stated that the requirements of standardization, normalization, and refinement must be integrated throughout the entire audit process to continuously enhance the professionalism and authority of audit work. Efforts should focus on addressing issues such as superficial systems, perfunctory rectifications, and blurred responsibilities, compelling enterprises to shift their safety management from formal compliance to substantive effectiveness. A talent development mechanism featuring regular training, institutionalized competitions, and tiered cultivation should be established to build a platform for growth through competition and learning, creating a professional audit team with strong political integrity, excellent business skills, and a fine work style.
Moving forward, the Tianjin Maritime Safety Administration will take this competition as an opportunity to fully consolidate the event's outcomes, refine regulatory performance capabilities, and implement various safety supervision measures in detail. It will continue to strengthen the maritime traffic safety protection network in the jurisdiction, striving to safeguard the safe, stable, and high-quality development of Tianjin's maritime industry.
